Kazakhstan is set to undergo a significant transformation of its Armed Forces following the approval of a comprehensive military reform plan by the country’s Security Council. This initiative, spearheaded by President Kassym-Jomart Tokayev, aims to modernize and enhance the military by creating a more mobile and technologically advanced force.
During a Security Council meeting on October 21, President Tokayev emphasized the importance of developing a modern military that is well-trained, efficient, and closely aligned with society. The reform plan draws on international military experience and modern warfare lessons, alongside insights from domestic experts, to inform its approach.
A key component of the reform is the establishment of a new Unmanned Forces branch, which reflects the increasing importance of technological advancements in military strategy. Additionally, the reform introduces a two-stage model of compulsory military service, where recruits will first undergo six months of training at military centers, followed by another six months serving in military units with a focus on combat readiness and operational duties.
Further measures included in the plan aim to improve servicemen’s rights, enhance military discipline, and strengthen safety standards. The government also intends to bolster military-patriotic education, establish more specialized military schools, and enhance initial military training. An updated information and communications strategy will be implemented, featuring educational programs grounded in the constitutional principles of law and order.
Organizational changes are expected to be completed by the end of 2026, while the broader conceptual reforms are slated for implementation by 2027. President Tokayev has tasked officials with conducting a comprehensive review of the Defence Ministry by the end of 2026 to ensure alignment with these objectives.
The government and Security Council will oversee the implementation of the reforms, highlighting military security as a national priority that requires coordinated efforts across various government institutions. This ambitious reform plan signifies Kazakhstan’s commitment to evolving its military capabilities to meet contemporary challenges effectively.
