Ukrainian President Volodymyr Zelenskyy emphasized the critical need for early intelligence sharing after Russian ballistic missile strikes on Kyiv, which reportedly came without prior warning from international partners. The attack on Monday hit civilian infrastructure, with five missiles targeting non-military sites, according to Zelenskyy.
Zelenskyy underscored the severity of the strikes and pointed out that timely alerts could help save lives by enabling civilians and emergency services to prepare for such attacks. Ukraine’s Foreign Minister Andrii Sybiha noted that intelligence cooperation with international allies continues, suggesting that the lack of an early warning might be related to the specific type of Russian weaponry used in the attack.
This incident coincides with uncertainty over U.S. intelligence support for Ukraine. Reports have emerged that American officials alerted Ukrainian counterparts about the potential suspension of intelligence sharing by the Trump administration. Despite this, Ukrainian officials continue to stress the importance of collaboration, especially for detecting ballistic missile launches and monitoring long-range bomber activity.
Tensions are further strained by attacks on energy infrastructure, with U.S. President Donald Trump urging Ukraine to halt strikes on Russian oil refineries and announcing a deal with Russian President Vladimir Putin regarding diesel supplies. Trump also mentioned an energy ceasefire agreement between Russia and Ukraine, though Zelenskyy stated there was no confirmation of such an arrangement from Ukraine.
Zelenskyy accused Russia of persisting with attacks on Ukrainian energy facilities despite this reported ceasefire. He noted that Ukraine had temporarily paused its strikes on Russian energy infrastructure following the U.S. announcement but insisted that any halt in hostilities must be mutual and backed by credible guarantees.
Beyond the missile strikes on Kyiv, Russian attacks continue to cause significant civilian casualties and damage across Ukraine. Zelenskyy reported a separate incident in Kharkiv where a residential building was destroyed, resulting in four deaths and 41 injuries.
As Russian assaults on urban and energy targets increase ahead of the winter months, Ukraine is appealing for additional air-defense support from its partners, including the provision of Patriot missile systems.
